The governing board of the institution is responsible for the selection and evaluation of the chief executive officer. (CEO Evaluation/Selection)

Narrative:

 

The Vernon College Board of Trustees employed Dr. Stephen Thomas to begin serving as President in August of 2000.

 

The Vernon College Board of Trustees is responsible for the selection of the president as outlined in the Vernon College Board Policy Manual under Section BAA Legal (Board Legal Status Powers, Duties, Responsibilities): The Board of Trustees shall: Appoint the College President, evaluate the College President, and assist the College President in the achievement of performance goals. Education Code 51.352(d)

 

In addition, the Board is responsible for the selection of the president and his/her contract as outlined in the Vernon College Board Policy Manual, Section BFB Local (College President Appointment): The Board shall appoint the College President for a specified term of service and approve the terms of the College Presidentís contract. The College Presidentís contract shall state the title of the position, the terms of the initial contract, and the salary, and shall be signed by the Chairman of the Board. In lieu of a written contract, the terms of employment of the College President may be specified in Board minutes.

 

The Vernon College Board of Trustees is responsible for the evaluation of the president as outlined in the Vernon College Board Policy Manual, Section BFB Local (College President Evaluation): The College Presidentís performance and contract shall be reviewed in February of each year and at such other times as the Board may deem advisable. The extension of the College Presidentís contract shall be considered in February of each year and at such other times as the Board may deem advisable. The effective date of the contract extensions for the President shall be September 1 through August 31 unless another date is specified by the Board at the time of the extension.

 

Evidence that such an evaluation occurs is contained in the minutes of the Board of Trustees' Meeting. The most recent evaluation was held at the Board Meeting on February 28, 2007 with the extension of the Presidentís contract discussed at the Board Meeting on March 6, 2007, both in closed sessions which resulted in the continued employment of Dr. Thomas.
