The governing board is free from undue influence from political, religious, or other external bodies, and protects the institution from such influence. (External Influence)

Narrative:

 

As elected officials in the State of Texas, members of the Vernon College Board of Trustees have a fiduciary responsibility to act in the best interest of the College at all times. Vernon College is a public, comprehensive community college and is not affiliated with any religion.

 

The Board of Trustees endorses a Code of Professional Ethics, published in the Vernon College Board Policy Manual, Section BBF Local (Board Member Statement of Ethics).  This code of ethics states, in part, that a trustee will: Avoid being placed in a position of conflict of interest, and refrain from using my Board position for personal or partisan gain;  Bring about desired changes through legal and ethical procedures; Render all decisions based on the available facts and my independent judgment, and refuse to surrender that judgment to individuals or special interest groups;  and Remember always that my first and greatest concern must be the educational welfare of the students attending the college.

 

All newly appointed Board of Trustees members may attend various trustee training sessions provided by the Texas Higher Education Coordinating Board or contracted entities. The content of the training programs shall focus on the official role and duties of the Trustees and shall provide training in the areas of budgeting, policy development, and governance: Vernon College Board Policy Manual, Section BBD Legal (Board Members Orientation and Training).

 

Also, The Board and the College President shall provide an orientation for new Board members within the calendar year of their election to assist them in understanding the Board’s function, policies, and procedures: Vernon College Board Policy Manual, Section BBD Local (Board Members Orientation and Training)
